Weighting ranks

Hi, all. We have a chess club, and each member has data based on their participation in National events, State events, Local events, and Non-events. Each event, they are ranked by Participation (show, no show, where no show is BAD), Win/Loss per sub-event, as well as level of player that they won, or lost, against. National events should be weighted higher than State events, but a player at a level of 1800 beating a level 2200 player in a Local event should be a not be rated higher than a level 1800 beating a level 2200 at a State level (and down, by level). How do I go about setting up a sheet that will, eventually, let me rank members overall. FYI, some members are good at Local events, yet never participate in State or National events. They should not be penalized, yet should be ranked below those that do attend the higher events. How do I set up a sheet to establish a formula, or weighting, for such a scenario? If that doesn't make sense, let me know - it's a little hard to explain. TIA...
