Week start formula consistency counting Monday to Sunday

I need Help please kind sir/mam.
this is the formula im using to get the week-start from January 2019 to April 2019


=AE2-WEEKDAY(AE2,2)+1



From January the week-start ends on Sundays but then the following months changed to Monday


How can I keep it consistent ? your help is greatly appreciated
