Way to calculate the 2nd Wednesday of every month?

I would have sworn that I had already asked and had wonderfully answered, but I can't locate it so, I'll ask again. Is there an equation to yield the 2nd Wednesday of every month based on the cell/month above it?

I.e.

I know that I can't click and drag my way to answer. It's probably something easy and I'm just missing it.
