VSTACK Formula NOT working

Hi all. I am having trouble understanding why this formula is not working. Why am I getting an "empty array" error? In a previous spreadsheet, the exact formula works. What should I be checking for?

=LET(v,VSTACK('ECM (BOM)'!B4#,'Labor Add. (BOM)'!B4#,FILTER('Project Level Items (BOM)'!B16:B22,'Project Level Items (BOM)'!G16:G22>0)),FILTER(v,v<>""))

What happens if you make this small change?

=LET(v,VSTACK('ECM (BOM)'!B4#,'Labor Add. (BOM)'!B4#,FILTER('Project Level Items (BOM)'!B16:B22,'Project Level Items (BOM)'!G16:G22>0,"")),FILTER(v,v<>""))
