Vlookup with True request

I have a list of dates and times that represent when a commercial aired.

I have another list with dates and times people called based on the commercial air time.

I want to look up the called time based on the commercial aired time.

When using the vlookup formula, I used "true" to give me the earlier time result, which is in another column, with either a 1 for ordered or a zero for did not order. HOWEVER,

if there were multiple hits, I would get a duplication in my formula result. I almost want to have a formula that only returns the result once, but since

the times are never going to match exactly, I can't opt for the "exact match" option.

Any ideas?

Have an time offset.

Say the commercial aired at 22:00.
Search the table for any calls for that commercial that aired for the next 3 minutes so search for times between 22:00 and 22:03.
