VLOOKUP 2nd Match? Nth Lookup?

I'm trying to find a way to have the formula find the SECOND match of a specific item that appears twice in a sheet.


As an example, I have a Google sheet that lists the two video card inside a computer. The title "VIDEO CARD CHIP TYPE" appears twice in column C and in column D it shows the specific name for the video card such as "nVidia Quadro Graphics". I used VLOOKUP to find the first value but I need a way to tell it to skip the first match of "VIDEO CARD CHIP TYPE" and return the value for the second match.
