Very Easy question

For some reason this should be a real easy formula, but my mind is not fully working today. I have a list of different accounts each with different Interest Rates. I want to write a formula that if the Interest rate is 1.2% it would display 1%-2%. I want to have about five options, <1%, 1-2%, 2-3%, etc. Isn't this just an "OR" statement?

As many options as you like.

Where D4 is the cell that contains the decimal.

Excel Formula:
=INT(D4*100) & "-" & INT(D4*100)+1 & "%"
