VBA to copy notes from one worksheet to another depending on date

Hi. I created a worksheet (Actions) to track action items for a weekly call. Each call I use a new column with the date at the top (i.e. K10=1/1/2018, L10=1/8/2018, M10=1/15/2018) and enter notes for each item in the rows below it. I have created another worksheet (Dashboard) that gives a summary of each item and I am trying to figure out how to have column E in "Dashboard" populate the most recent notes from "Action". I have a date listed in "Action" that equals the most recent meeting notes date in "Dashboard.

Any help would be greatly appreciated.
