VBA theory of why Paste is in Worksheet and PasteSpecial is Range?

VBA:
On a theoretical or speculative level, can anyone explain why .Paste is a method of Worksheet but .PasteSpecial is a method of Range? It seems both should be within the same.

Excel Facts

How can you turn a range sideways?
Copy the range. Select a blank cell. Right-click, Paste Special, then choose Transpose.

I don't think there is a 'theory' as such.

Perhaps it something to do with what you can paste and where you can paste to.
