VBA Or Macro Help on adjusting row height on gnatt chart based on cell value?

Hi,
I'm looking for help on finishing up my gnatt chart by applying a format to widen row height based on an input cell.

For instance, the row height would adjust for the project schedule phase, based on the number of staff assigned (entered in a column for that same row) that would automatically adjust row height based on how big/staffed the project is. Additionally, I'd like to format a column when my project schedule deadlines seem to end during a same time interval (highlight column or particular cells?)

Conditional formatting doesn't seem to work, and a novice at Macro or VBA.
