"VBA" ? Or "Excel Formula" to solve ?

Hello, I need help with my project, I am confused should i use Excel Formula or VBA to complete this project.
I have requirement that if the column with all details say "No" in any of the column cell need to copy the "question" to another sheet.

So For 1st step need to check column F if any value which will have "Make" and "No" need to copy Question from Column (Merged) B & C to another sheet.

For 2nd step need to repeat this activity for all the Columns in the sheets.

I will insert image of my Excel sheet once i able to figure out how to add image in forum.
 

Excel Facts

Spell Check in Excel
Press F7 to start spell check in Excel. Be careful, by default, Excel does not check Capitalized Werds (whoops)
You can upload an image or your file to dropbox.

You could upload a copy of your file to a free site such www.dropbox.com. Once you do that, mark it for 'Sharing' and you will be given a link to the file that you can post here. If the workbook contains confidential information, you could replace it with generic data.

If you upload your file, on one sheet explain with several examples which rows should be copied, on another sheet those copied rows should appear.
