VBA Creating vs editing a binary file

How do you create a new binary file and how do you edit a binary file (I.e. create a file of 8 0 bytes vs changing the fourth byte of a file to 0 without amending the rest of the file content)

Also is there any way to change the length of file? (Delete a byte, add a byte)
