VBA create emails based on content

I run a macro that returns a table similar to below. These are change control tickets that need to be approved by 4 managers (APPDev, Help Desk, etc). From this table I would like to run a macro sending a single email to each manager listing the specific ticket number(s) that need to be approved.

Ideally the email would say

Hello Bobby (appdev manager).

Please review the following tickets:
