VBA code to email staff when their assigned a new task in excel

Hello All,

*Working with Excel and Outlook 2016

I need a code that will send an email via Outlook, to the person being assigned a task, but only at assignment, not every time the workbook is opened.

When we have a new assignment, it is entered by management. The new staff is assigned in Column H, starting in Row 3 down........any ideas?

I couldn't find anything that would allow me to put in a mailto hyperlink in a drop-down list (which is what I would actually prefer)..........so I'm going VBA route....for the VBA, I can program each address by hand, or I already have it hyperlinked on the tab titled Sheet1 if that's plausible.

Also, can't use a macro......we have the developer tab removed from general staff so there would be no way to run it......
