Value edits not allowed after default is entered?

I have created a table that includes a development factor, the data type is number, format is percent, decimal places 0, default value is 1, validation rule is <=1

New entries into the table are being generated as expected, with a %100 value in development factor field, however any edits to this field generate a value of %0 no mater what is entered, and no validation rule is prompted.

Anyone know what I am missing? Thanks again everyone
 

Excel Facts

Show numbers in thousands?
Use a custom number format of #,##0,K. Each comma after the final 0 will divide the displayed number by another thousand
Field size default was Long Integer, I hate when the simple stuff gets me lol
