Validate a cell based on other - Mandate data entry

HI ,
I am new to this forum and I am facing a problem with an excel sheet i am asked to make.

Col0: Factor name
Col1: Factor value (Initially blank)
Col2: Comments (Initially blank)

There are 10 rows. For each row, if the value in Col1 changes , the user must enter a value in Col2 before proceeding further.

How do i mandate that? I tried msgbox but after clicking ok, the user is able to change the value in the next row for col1.

I have to force the user to enter comments (Col2) before changing any other factor.
Please help. I tried a few things, but nothing seems to stop them from going to a different cell.

There can be a scenario when the user only wants to change the Col1 value in the 9th row and it should validate only the same row Col2 .
