Vacation time accrual by hours formula needed

Here are the perimeters. I can accrue 120.0 hours per calendar year. 4.61 hours are accrued bi-weekly (every other week). A maximum of up to 40.0 hours of unused T.O. to carry over from previous year. I need a sheet or a formula that can calculate throughout the year as T.O. is taken or scheduled so I don't lose or over extend.
