Vacation Accrual PLEASE HELP ME

Ok I need to find vacation accrual. We get paid bi-monthly (15th and the end of the month) See the attached image of my work book For those who just started you get 40 hours in your first year. Then 2 to 5 years you get 80 hours. In your 6th year, you get 120. The calendar year January 1st is when everything will be carried over. I understand that for those who are only here a year you get 3.33 hours of vacation per month so 1.66 hours per pay period which comes down to .02 hour per hour worked, right?. You start accruing on your first day of work. If your start date is before the 15th then you get the entire month but if you come after the 15th then you will only accrue 1.66 for your 1st month. what would be the formula if someone started on 01/01/2020 and what would be the formula if someone was to start, say on 03/23/2020? It would be whatever the formula is for 01/01/2020 minus 1.66*5 right? I am so confused at what the formula should look like
