Using R1C1 in Excel Based Report Template

Hello, I have a excel report template that is used by third party tool (Deltek Cobra). There are already some similar formula (data manipulation) like what I am trying to achieve here and I tried few scenarios but it gives me an error when template gets used/pulled by other tool and it crashes the application. So, I am not doing something right when I am adding the formula/calculation to achieve the value I am looking for.

Below is the pictorial/snippet of what I am trying to achieve.

Attached is the template of what gets pulled by third party tool.
