Using PDF to fill out forms

This isn't a tax form question, I know that the PDFs on the IRS and State sites permit user entries. I'm trying to look for the function in Adobe Acrobat that lets you type text on the form. This seems like a common and obvious function, but where is it (if anywhere)? I heard that the form has to be set up for this, but that's hard to believe. The comment feature doesn't seem well suited for this purpose either.

What I've learned in the hours since posting this question

According to the Adobe site (and several others) Version 7 has a "typewriter" function that allows one to enter text on pdf documents. It sounds better than the crappy comments feature.
