UserForm Design Mode: Control boxes can not be moved around the grid, why?

I created a userform with typical label, text, combo and list controls. These controls are divided among several frames. I ran the userform to view and when I returned to design mode to move these controls around, they wouldn't move. I can resize them and change the caption, but can't move them!

Any thoughts...
