URGENT Cell's Format Immune to Copy and Paste

Hey all,

We are currently using an excel spreadsheet to upload data to a database. We formatted our cells to "text" so that the 0's in front of our numbers don't disappear. However, when you copy and paste something into that cell it changes the formating and the zeros disappear. Is there any way to make your spreadsheet so that the formatting of "text" doesn't change after copy and paste? I put a picture illustrating my problem below. If you have a cell formatted as text containing say 001, then copy a cell not formatted as text containing say 1 and then pastespecial/values to the first cell, the first cell will retain its format (i.e. Text), but it will now contain a left-aligned 1 with no leading zeroes. Would a solution that prevents pasting to those text formatted cells be useful?
