Update data across files

The title might not be completely accurate, so I will try to explain my problem.

I have a large number of files containing data on various projects. The files rely on a number of background data in order to ensure data validation and such. The values for these data are placed in a centrally placed file. As I understand it, I can use a list in another workbook as a basis for data validation as long as that other workbook is open.
For various reasons this will not be possible at all times.

My thoughts were, therefore, to have a central data file (called 'data.xls') with the "true" list, and have a mechanism (macro based) which could update a mirror list in each of the project files.
I do not know the number or names of the project files, but I do know that they will all be in subfolders.

Can any of you help me
1) determine if this is possible plan of attack
2) try to get the idea materialised in VBE.

If you need more to go on, please let my know what you need my to explain.
