Unable to work out formula for Time In Lieu.

I’m am trying to work out the formula for time in lieu that needs to be used within 3 months of date accrued.

The image is a screen shot of my table.

I would like to add another column for where it shows if the hours have been used or not.

Also colour system in conditional formatting, a traffic light system for accrued hours need to be used.
e.g. green for 90 to 60 days
amber for 60-30 days
red for 30 days

But my main issue is coming up with the formula to show the TIL accrued taken.
 

Excel Facts

Show numbers in thousands?
Use a custom number format of #,##0,K. Each comma after the final 0 will divide the displayed number by another thousand
