Unable to cut more than one row

This was raised to me in IT because one user is getting rather annoyed at it. So I have an issue with excel in our company, where when you open any excel document, doesn't matter if its created by you or someone else, or even if its new or old. Each time you click on a row (Row No. 60) then click on another row (Row No. 73) then right click and then left click on 'CUT' I get the error message 'This can't be done on a multiple range selection. Select a single range and try again'.

You can cut a single row, you can also cut multiple rows (56 to 62). You just cant cut more than one row that has been picked by holding Crtl.

I have tried all the F8, unprotected the doc, but none of that works. People have suggested doing the lovely zoom in and zoom out fix but again doesn't work. I have also tried going to review and then 'Allow users to edit ranges'.... you guessed it... doesn't work. I have also tried going to format and protecting the sheet and un-ticking lock cells ect, but again nothing. This is for my whole company so not just one person, any help would be amazing! :)

What do you plan to do when you cut these rows?
Are you wanting to paste them some place else?

You can choose delete or clear contents. Just not cut.

I think that you will have to first copy/paste and then go back, select the same rows and press "Delete".

You cannot cut non-contiguous ranges.
The only way would be using VBA, if that is an option for you.
If it is we would need more details, such as:=
Were to paste the cut rows
Is the user selecting single cells, or the entire row.
Do you want to leave the cut cells blank, or delete the rows.
