Two If Statements in One Formula

I am trying to have two If statements in one formula. I am trying to have all cells from C3:C32>5% in addition to cells I3:I32>1.9% highlight. I do not want it to highlight unless both criteria is true. If both are true I want the cell in I3:I32 to highlight. Please let me know I really appreciate it.

You can use AND:

=AND(C3>5%,I3>1.9%)

There is no need for IF.
