Turnover % by Region, Category (Vol or Invol), FT/PT & Job Code Help

I am creating a Power BI dataset that provides (cards) that indicate the TO % based on what filters are selected. I have included a picture to show what I have created so far. It all works until you select a region, a job, and a week. I cannot get it to calculate down to that level. I am using a table that has Headcount, Terminations based on Year, Week, Location, FT/PT, Category and Job Code. What am I doing wrong? Should I try to use a GroupBy function?

Excel Facts

Move date out one month or year
Use =EDATE(A2,1) for one month later. Use EDATE(A2,12) for one year later.
