Trying to get DATE in range of cells that shows MATCHING value with variables

Hi all, I have 2 tables, 1 of infraction record & 1 shows the fines paid, Im trying to get the DATE of the FIRST CELL that shows infractions, but it needs to do a check to see if a Fine has paid, if paid already, then move to the next DATE of the NEXT CELL of Infractions. If all fines are paid, then DATE column will show nothing.

I've read some help suggestion like using HLOOKUP or INDEX & MATCH, but I have no idea how to implement them. Please advise.
