Trying to add values, when the date above is before specified date

I work in construction and I am trying to set up a table that will add the amount of work finished for each task, each week. When I put in a "quantities to date" cell, I only want the quantities with a date that occurs before that date, to be added.
I will have to attach my excel file in a reply because I don't see the paper clip attachment...

The equation in the yellow #Value! cell is my failed attempt, but I think it may help to show what I was trying to do. I understand why it doesn't work because the date and quantities are different value types. I am sure there is a completely different way to do it, I am just hoping that this may help show what I was thinking.

I have added a few outputs in the sheet to show what I am hoping to achieve. I hope I have explained this well enough. Please HELP! I will need to do this for the next year+ and for more tasks.

If you have =SUM(F2:F49) in F50; type Alt+' in F51 to copy =SUM(F2:F49) to F51, leaving the formula in edit mode. Change SUM to COUNT.
Even when I go advanced, there doesn't seem to be an attachment button. Any suggestions on how I can show it to you?

you cant attach a file you post it to a free filehosting site like dropbox etc and paste link here

or you can paste a dataa dump using something like in my signature
