Trouble with IF function

Hi there, I am completing an assignment where I have to make up a budget, I have been asked to "create formulae using an appropriate function or functions to compare column G with B9 and automatically display the words ‘Over budget’ whenever there is a greater than +5% difference. I have been stuck on this for a while know have tried taking away the two values to find the difference and then if that is greater than 5% over budget etc but it doesn't work. Someone suggested using an absolute value but can't figure that out either. Some advice would be greatly appreciated.
