I'm starting to realize this may not be possible with Excel, but here's what I'm trying to do.

What I want is a pair of chart lines comparing the current and future tax receipts and tax rates for these two groups. The format of this chart is good, but the $ and % are so far off, that I need a secondary Y-axis to make it work:

Now, to my ignorant mind, I should be able to select "taxes" and "tax rate" as my primary and secondary axes, rather than the "undocumented" and "legal" series. I haven't been able to do this, so I play around with the secondary options and get this:

One solution, I hoped/googled, was swapping the columns and rows, which gets me the right Y-axes but blows up my X-axis:

So I'm stumped. Is there anyway I can do this? Or must I turn to PowerPoint or Illustrator or something else?
