I'm having trouble with the below not deleting the entire row.

For Each cel In Range("L1", Range("L" & Rows.Count).End(xlUp))
If Left(cel.Value, 1) <> 8 Then
cel.EntireRow.Delete
End If
Next

What did Pito Salas invent?
Pito Salas, working for Lotus, popularized what would become to be pivot tables. It was released as Lotus Improv in 1989.
Try
Code:
For i = Range("L" & Rows.Count).End(xlUp).Row To 1 Step -1
   If Left(Range("L" & i).Value, 1) <> 8 Then
      Rows(i).Delete
   End If
Next

That worked, thanks. What in my syntax was causing the issue? I know I didn't reference a specific row number as in yours, but not sure why the cel reference wasn't working?

When deleting/inserting rows (or columns) in this way it's better to work bottom up.
With your code if you delete row1 then everything moves up 1 row, so L2 becomes L1. BUT as your code has already checked L1 it will move on to L2 (originally L3), so the original L2 would never get checked.
Hope that makes sense.
