Trouble creating bubble chart with multiple variables

I have a simple set of data I am having trouble charting. I have "budget" numbers and "actual" orders for the same year. The budget is made of two types of technology. Tech A is 68% of budget and tech B is 32%. The actual orders at this point are about half of the budget, but the %tech B is 47%. I would like to show size of the budget and actual orders, then the subset of those that is technology B.
