transpose rows in columns

I have a table with cells compiled in rows and I would like to create a table that transposes the rows of the previous table in columns.

These are the parameters to be taken into account:
1) the name of the file that will be created will be equal to the status symbol (column "E" of the "state" file) with the same filename "LEGAL FORMS OF BUSINESS";
2) the name of the state and capital in the native language (column "C" and "D" of the "state" file) must be entered into the file that will be created (in cells "B1" and "B2");
3) Insert the table text ("state") that goes from cell "H4" to cell AZ4 "in the file that will be created. The columns are two to two (you recognize it from the color), first there is the name to insert in the new file from cell "A5" down while in the second there is the corresponding acronym of the name, to be inserted in the new file from cell "B5" down.

For point 3, it is also important to note that there are columns that are not filled in the original table and that the text appears in lowercase, others in uppercase. Is it possible to avoid creating empty lines in the new file, making sure that the word is written in tiny except the first character of the first word and that the edges of the entire table will be created?
