Transforming Excel file into website app?

Hi lads,

So I have this complex excel file with mathematical data (sport) which also has scraping procedure in it.
Once it will be ready I would like to create a website based on that file.

Has anyone here done something like that before? Any tips about how to approach this? Is it difficult?
I thought of hiring web developer to do it but want to do a bit of research first to know how big should be my budget for this.

I guess there are two ways of doing this:
1) implementation of excel
2) re-writing everything in different app - Java perhaps?

There are many ways to skin a cat.
Talk to web developer and see what options they might come up with, there is no one answer.
