to look up value on another sheet but 2 rows down

Hi Mr Excel,
I am trying to do update doubtful debt provision for the year end.
I have opening balance of doubtful debt worksheet where Column A is for Debtor number Column B for outstanding at the beginning of the financial year
Now i would like to bring value from AR Ageing analysis to column C to the corresponding Debtor number.
Ageing analysis, is another sheet where Column A is for Debtor Number and Column B is for current outstanding, but the issue is corresponding balance for Debtor in a A1 would be in B3.
Hope my question makes sense.
