Time Zone Detection?

Is there any Excel formula or VBA function that can detect the time zone to which the user's system is set? I'm working on a function which calculates a schedule for a certain facility, which will be distributed to users in multiple time zones. I could just have the user select his or her own time zone, but if there's a more elegant way of doing it, I'd prefer that.
