Time format

Hi!!

I get excel sheets which have departure time of the flights given in format like 1750 (I checked it says special format) can i convert this figure into 17:50 (A time format 17:50).It is important that the result is in time format as i use these values to create a histogram with flights falling in a particular time interval.for example:
