Time drop down 15 minute increments

Hi All,

The below sequence follows, with the numbers 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12 all in 15 minute increments, from AM through PM

Is there a way of creating drop downs to enter times, from i.e.: 7 am to 7 pm in 15 minute increments. In short I would like to be able to have a drop down say in cells B4 through E4, when 7 is pressed, it begins with 7:00 am, pressing 7 again it increments as follows: 7:15 am, 7:30 am, 7:45 am, 7:00 pm, 7:15 pm, 7:30 pm, finally 7:45pm.

I would like to apply this to the example cells below B4, C4, D4, and E4

If this needs to be VBA or some code, I will need some assistance on how to apply it to the sheet.
