I got the above error message after selecting an entire row in Excel 2003 and then double clicking on the "Format Painter" icon. I then got all sorts of error messages culminating in many "Out of memory" or "Insufficient resources to update the display" messages. (I can't remember exactly what those messages were, but you get the drift).
Anyway, today I selected only a few cells and got the message "Unable to empty clipboard". This made me remember that I'd installed a clipboard manager a few weeks ago. After uninstalling this clipboard manager, Excel is working fine again (touch wood).
The clipboard manager I used was called M8Clips. I have just noticed that their help file discusses this problem:

When I copy from Excel it says "The picture is too big and will be truncated"
We do not know what causes this error message. What we do know is:
1. It only happens if you select a complete row.
2. There is no actual error, the clip is copied correctly and pastes back correctly.
3. You can avoid it by selecting only the cells you wish to copy instead of the entire row.
I wanted to post this on the web so that anyone else with this problem may get the solution quicker than I did.
