TEXTJOIN to concatenate duplicates

I swear this worked for me previously. I’d like the value of column-B concatenated, delimited if the value in column-A is a duplicate identified by conditional formatting. Thoughts?

Excel Facts

Bring active cell back into view
Start at A1 and select to A9999 while writing a formula, you can't see A1 anymore. Press Ctrl+Backspace to bring active cell into view.
What version of Excel are you using?

I suggest that you update your Account details (or click your user name at the top right of the forum) so helpers always know what Excel version(s) & platform(s) you are using as the best solution often varies by version. (Don’t forget to scroll down & ‘Save’)

Shouldn't the formula in C2 be looking at A2 rather than A19
