What exactly is the name of your CSV file?

What is the total size of the CSV file?
Access has a 2 GB limit on the size of a database.
If you add up the current size of the Access database and the current size of the CSV file, does it exceed 2 GB?

Also, instead of importing the CSV file into an Access table, have you tried just linking the file to Access?
That won't take up much memory in Access.
