Temporary files now being 'read'

We have changed to a cloud server recently, which may be causing the problem, but has anyone come across this before?

I have a folder with a "- Fees" workbook and a workbook for each member of staff.
When the fee workbook is opened, it takes data from each of the workbooks in the folder, apart from "- Fees", and collates the data into the workbook.

It is now coming up with Run-time error '1004':
Excel cannot open the file '~$- Fees.xlsm' because the file format or file extension is not valid. Verify that the file has not been corrupted and that the file extension matches the format of the file.

My understanding is that this is the temporary (autosave) file, but this did not used to be read or cause a problem with code in this manner. I know I can amend the code to ignore any files beginning with "~$", but is there something i am missing? Why would Excel be looking at a temporary file?
