Tabstrip Jumping when scrolled over

I have a sheet with a tab strip on it that jumps when ever the mouse scrolls over it. I've tried hiding and unhiding the cells around it (the tab strip is a simply macro that hides certian rows depending on which tab is selected), turning off and adjusting the freeze panes, I've tried deleting all the code behind it and starting from scratch, but nothing seems to work. It does not jump in developer mode, and If I copy/paste the tab strip into a new sheet, or a new workbook it does not jump... Any thoughts?
