Tabs within tabs - table of contents

I have a file that i need to create an interactive table of contents. However i need page numbers and subcategories.

Each tab has multiple subcategories. For example:

• Juvenile department programs
  • JDP1
  • JDP2
  • JDP3
• Shelter programs
  • SP1
  • SP2
  • SP3

I then have tabs that have no subcategories.

I can break out the subcategory tabs if need be but they would need to be connected, so that you only see the main category until you click on that tab and then the others show up.

Also because the Table of Contents needs to have page numbers, they need to run in order. JDP2 for example will have 4 pages, where JDP1 only has 2 pages.

I would need the table of contents to read:
Juvenile Department Programs - page 1
JDP1 - page 2-3
JDP2 - page 4-8
and so on.

Is this even possible?
