tabel expanding by one row?

What would cause a table to be expanding by one row that has no reason to do so?

the row in question is blank, checked all cells, but it does present filter drop arrow when clicking on cells of that row which is odd?

going to go back and see if any spaces are in cell that appear as "space bar" enteries?

The only possible clue Im see is this. Under that last rows and last columns (3) have a double this blue line under the last figures. Its like the accounting doubles but seem to be border related but are not (at I think not) as ive set borders to none and still present?

my backup workbook prior is fine, but I would like to know whats causing this issue.

working with excel 2019 latest updates

OK, the drop downs which only appear in this blank row and not other row above has formulas that can be picked such as sum, average and so on. Weird for sure.
