Summary Report IIF Statement

I am building a report that summarizes data by level. The levels are established using numbers (ie; over 1000 in spending is level 2). I am using the following equation in the summary title text box and I receive an error message.

=IIf([2003LEVEL]=2,"$1,000+",IIf([2003LEVEL]=1,"$500 - $1K","$0 - $500"))

I want the report to summarize totals for level 1 but then show in the title box that the levels name is actually "500 - 1K".

Any thoughts or insight would as usual be appreciated.

I think I got it. I realized I was summarizing data and as such the summary of the level would not necessarily reflect the unsummarized level number, thus knowing that all numbers in that level category would be the same I took an average and it worked.
