Sumifs counting r21 and r12 as the same??

=SUMIFS('[ABQCSR_TEMPLATE.xlsm]TABLE (4)'!$B:$B,'[ABQCSR_TEMPLATE.xlsm]TABLE (4)'!$A:$A,$C15)

This is only supposed to find R12 IN THE C15 cell and look for it in TABLE (4)'!$A:$A. Then it adds up what sin the B column. Unfortunaly it adds the R21 & the R12 mixed up and adds them both.

Although it was an add-in in Excel 2010 & Excel 2013, Power Query became a part of Excel in 2016, in Data, Get & Transform Data.
I can assure you, If cell C15 contains the text string R12, then your sumifs formula posted will NOT mix it up with the text string R21.
There must be another explanation that is just difficult to see.
Unfortunately, impossible to see without seeing the data.

Do you get the expected result from a Countif of the same criteria?
=COUNTIFS('[ABQCSR_TEMPLATE.xlsm]TABLE (4)'!$A:$A,$C15)

Try filtering column A for the string R12
