SUM or IF formula for replacement?

I'm stuck in my own head - hopefully you can get me out:

I have a budget of $1.6 million dollars, but the state is doing a $2 million dollar budget. Can you please help me with a formula that will show the $1.6M replaced with $2M? Thank you so much in advance and if I need to provide you with additional information please let me know.

Do you mean the reeapportioning of 2.0m across a series of months from 1.6m ?
If so, we will need a small sample of your data

It's one cell. Here's what they are saying:

The current UHRIP amounts reflect a $1.6 million budget, however Health and Human
Service Corporate is considering to a $2.0 million budget.


I don't know how to create a formula where it takes $1.6M out and add $2M. Those are all the directions I have, they don't care about the other numbers, just backing out the 1.6 and adding the 2m

Use Find / Replace ?
OR simply type in the new number ?

All I'm saying is....
How will we decide, using an IF formula, which value will be used ?
Something has to trigger the IF formula to select one or the other !
