How do you find the statistical difference between a slope of -0.09 and a slope of 0? What steps would you need to do to figure it out? What statistical analysis would you need to do?

There is a lot missing from your question. The phrase "statistical difference" doesn't really mean anything. Also there is no particular statistical analysis that would apply to comparing two slopes (I assume you are talking about two straight lines).

What is it you are trying to find out? What is the nature of your data?

The only thing I can remotely imagine you might want to do is to compare one set of data against another using least-squares analysis to see how well it fits. In that case the relevant statistic is the R2 value. But from your description I really don't know if that would answer your question.
